(KENORA, ON) – On October 6th, 2018, at approximately 5:57 p.m., members of the Ontario Provincial Police (OPP) Kenora Detachment responded to a disturbance at a downtown apartment block in the City of Kenora.
A civilian had heard a loud commotion coming from one of the apartments and went to look into it. Sources tell us that the unnamed civilian witnessed the victim being stabbed.
Sources tell us the incident unfolded at the Jubilee and was during a confrontation over drug trafficking.
A 63-year-old Douglas Richard Seymour was transported by the North West Emergency Medical Services (NWEMS) to a local hospital where he succumbed to his injuries.
As a result, Steven R. YOUNG(pictured with a dated picture), 57-years-old, of Kenora was arrested and charged with:
- Second Degree Murder contrary to section 235 (1) of the Criminal Code. He appeared at the Ontario Court of Justice on October 7th, 20,18 and is being held in custody.

Members of the OPP North West Region Crime Unit and Forensic Identification Services, under the direction of Detective Inspector David MacDONALD of the OPP Criminal Investigation Branch (CIB), are continuing their investigation into the circumstances surrounding the death.
